No, that page does not say any such thing. It says that coinor-iopt is
built against one of the libraries in the "bad" expression at the top of
the page.
If you check the build logs at the page you pointed to, you'll see that
coinor-libiopt1:
Depends: libmumps-4.9.2 (>= 4.9.2) | libmumps-seq-4.9.2 (>= 4.9.2),
[...]
