As I noted in #690962, mess still doesn't build on armhf, so this bug isn't
really fixed.

Can you explain why this change is necessary and what the impact would be?
Without explanation, this probably isn't in line with the freeze policy.

Also, can you explain this part of the debdiff. I don't see it mentioned in
the changelog.
