Fixing a version depends on php-pear

Dear release team,

Because of #693369, I'd like to do:

Package: phpunit
Architecture: all
-Depends: php-pear
+Depends: php-pear (>= 5.4)

Would the release team accept such change? Or is it not worse the
trouble at this time of the freeze?
