Yes, I've noticed that rejection, and I'm going to take over
gcc-4.4-doc-non-dfsg's maintenance (with consent from previous uploader,
Nikita), and remove gcc-doc-base from that package.

I asked Steffen for help on this case, hopefully 4.7.2-2 will reach sid
soon.
