As part of the fixes for the Catalyst development environment 
and to close RC bug #680843, I feel it is necessary to
remove libcatalyst-view-component-subinclude-perl from testing.

So removing libcatalyst-view-component-subinclude-perl from testing
does not affect gitalist and there are no other dependency
issues in testing.

The other parts of this fix relate to libcatalyst-actionrole-acl-perl
and libcatalystx-simplelogin-perl for which I have filed RM bugs as well.
