Please unblock package xvba-video

xvba-video was removed from testing, because of fglrx-driver, which is fixed now,
but still waits on his unblock. xvba-video itself adjusted one dependency to fit
with the new fglrx-driver release and also adds an upstream patch to fix an assert:
