The *.list.gz files on the CD mirror sites are probably what you are
looking for.  There are many directories containing these lists
(gzip-compressed text files) - for each release/arch/install media type
- but for example here are the package lists for Squeeze amd64 CDs:

http://cdimage.debian.org/debian-cd/6.0.6/amd64/list-cd/

And one more example:  package lists for the amd64 DVD test images,
rebuilt each week for the upcoming Wheezy release:
