I was under the impression that the emacsen would cover the absence of emacs24.
Whether it does isn't really the point I was making. :-) The general form of such dependencies is "default-provider | virtual-package" so for packages in wheezy the default should still be emacs23.
Isn't wheezy frozen anyway?
Yes, and #688201 is an RC bug which affects wheezy so one would expect the fix to make its way there.
