No.  What I meant to say is that asterisk-dev provides broken shlibs 
_information_ - and looking closer it turns out that it contains no 
shlibs file at all (and depend on no other package that does).

Therefore asterisk-flite and asterisk-espeak simply depends unversioned 
on asterisk, which then breaks when ABI changes :-(

So binNMU fixes the concrete problem - I have not yet filed a bugreport 
against asterisk about the underlying problem of providing shlibs data 
to fix it for good (with another binNMU).

...or did I misunderstand things somehow?
