Please unblock package xdebug

The previous version of xdebug (2.2.0) was a major release to (between other things) support PHP 5.4. This version is a minor release for bug fixes, which I think we'll benefit from in the long run for Debian stable.

Unblocked, mostly for the fix for #684266; the upstream changes look
reasonable given the amount of time they've spent in unstable.
