The libcap2 package in Ubuntu has the same multiarch patches since December 2011. It differs to our package only in that it has one patch related to cross-building and one regarding maintainer and Vcs fields.
Of the above list of reverse depencies, all but the following have been rebuilt against libcap2 with multiarch in Ubuntu:
rtkit proxsmtp pax-utils herculesThe ones that have been rebuilt with Ubuntu-specific patches don't reference libcap in their relevant changelog entries.
I'm not sure if my initial list was complete though. I didn't check for reverse dependencies of libcap-dev.
