Please unblock package salt

By requiring dmidecode salt can't be installed on non x86 systems like
arm. This issue was raised by an user in the upstream chat who wanted to
install salt on arm.

Even though there is no specific bug report changing the depends
to an recommends would be a good thing and was discussed with upstream.

Unblocked.  Kinda wondering what people use dmidecode for that's not in
/sys/class/dmi, but oh well.
