Ok, I didn't know that this would be the better solution.

My line of thoughts was that debhelper would just run "make" because
there's already a Makefile present in the upstream tarball, hence
no need for cmake, no matter whether there's a CMakeLists.txt
present.

I will test and see whether your suggested fix works as expected.
