salt-common provides code for the master and the minion, there is no guarantee
that later versions will be compatible or won't introduce any regressions.

This is basically the same issue as with puppetmaster and puppet-common, otherwise
it would be possible to update to a newer version of salt-common which could break
salt-{master,minion}.
