As Julien said, partial removals occur in unstable, not testing (they'd generally be pointless in testing, as the binaries would still be out-of-date in unstable and therefore not ready for migration).

Aside from that, there *aren't* any partman-nbd/kfreebsd-* packages in testing:

$ dak ls partman-nbd -s testing
partman-nbd |        0.2 |       testing | source, all
