So the first step is complete as of a couple of hours ago.

Open question what to do with it.

This will be done in the next couple of days. Actually, konq-plugins is in 
unstable already.

When binNMUing, you could Dep-Wait on kde-sc-dev-latest (>= 4:4.6). kde-sc-
dev-latest uses Breaks to ensure that the latest KDE SC development packages 
are available while kde-sc-dev-latest itself is built very early in the 
process. So as long as Dep-Wait is not lifted until the package in question is 
actually installable, this should be easiest way to do binNMUs. Otherwise, if 
negative deps do not work, you may need to Dep-Wait >= 4:4.6 on appropriate 
KDE development package (kdebase-workspace-dev, libkonq5-dev and others) 
whatever that source package needs.
