Some more explanation.
In recent texlive structure, these language subcomponents texlive-lang-*
are needed to build localized TeX sources. texlive-lang-all is a dummy
package to install all these texlive-lang-*. This is an counterpart of
removing old non-existing "hlatex, littex".
