Bug#609727: permission to upload sympa/6.0.1+dfsg-4 to testing proposed updates

Actually, once the bug about "supported_lang" option has been fixed,
another one appeared: the one with the DB backend.

The dependencies changes are the following:

6.0.1+dfsg-3:
Depends: ..., libdbd-mysql-perl | libdbd-pg-perl | libdbd-sqlite3-perl | libdbd-sqlite2-perl, ...
Recommends: ..., mysql-server | postgresql | sqlite3 | sqlite , ...

6.0.1+dfsg-4:
Depends: ..., libdbd-mysql-perl, libdbd-pg-perl, libdbd-sqlite3-perl, libdbd-sqlite2-perl, sqlite3, sqlite, ...
Recommends: ..., mysql-server | postgresql , ...

That doesn't look clear due to the CDBS usage.

While rewriting the dependencies of the perl databases modules, I
realized that they were not needed as Build Depends, hence I removed
them.

I should have mentioned it in the Changelog (I can add it).
