If you want to specify the compression algorithm, you may want to put
that in debian/source/options instead of debian/gbp.conf. Then, gbp
should get the value from there (I didn't test though). Something like
the lines below should do the work.

debian/source/options:
compression = "bzip2"
compression-level = 9
