Currently, the BTS doesn't know anything about package versions which
are in proposed-updates unless they're also in unstable. We'd need
coordination with ftpmasters to get this information first.

The other issue is that you all would only see mails from bugs which
happened to fit that criteria at the instant that the message to the
bug was sent; you'd still need to examine the bug listings for the
packages anyway.
