Please unblock package tig

The new upload fixes the important (could also be considered RC imho,
but didn't change that, since I don't have a really strong opinion on
that) bug #594549 using an upstream fix. The package has been uploaded
to unstable and should be able to transition to testing once unblocked.

     - Added bts594549-pager-segfault - upstream patch fixing a segfault when
       started in pager mode; thanks to Kumar Appaiah for reporting this and
       pointing out the upstream fix (Closes: #594549).

     - Build-depend on and use dpatch.
   * Added debian/README.source:
     - The file includes a pointer to /usr/share/doc/dpatch/README.source.gz.

unblock tig/0.16-2
