Please unblock package tla

I have uploaded a new version that fixes a number of lintian warnings, including
an rpath issue that previously caused automatic reject from the archive. dfsg-16
also fixes a warning message that appears constantly in "Squeeze" (but not in
Lenny) due to a newer version of GNU tar deprecating "--preserve".

(explain the reason for the unblock here)
