Please unblock package kde4libs

I have just uploaded a new revision of kde4libs to fix incorrect Replaces with
kdelibs-data. This unreported bug could be considered RC. A new revision also
includes debian/changelog clean up (for versions which have never been uploaded
to archive) and correction of Vcs-* fields, which both are harmless and are a
consequence of switching our packaging VCS.
