Unblock request for request-tracker3.8

I guess you probably don't want to be looking at this particular bug,
so I've left it out of request-tracker3.8 3.8.8-6 which I've just
uploaded to unstable. I'd be grateful if you could unblock that upload
which contains just RC bug fixes and documentation fixes.
