It is now needed to build wine among other things.

We had lots of requests from people wanting to compile 32bit stuff and
lots of bugs about the hacked together links previously used being
broken that it made sense to reintroduce the ia32-libs-dev package and
do it properly.

I will think of something to write in the changelog and Debian.NEWS
about it. I'm sure there will be another update needed and if that is OK
I can add that then.
