the spu cross compiler on powerpc is built using newlib. 1.18 was used for these builds, and should be available in testing too. 

this unblock request needs #597877 to be resolved.

*sigh* entirely redone packaging, no way to review this, and nobody
cared to get this into testing until now.  Way to go.
