Main reason is the fix for PR middle-end/45312, the kernels still use gcc-4.3. The bi/tri arch cross build fixes are somewhat incomplete, but they allow building cross packages which work for the default architecture. The complete cross build fixes can be found in gcc-4.4 and gcc-4.5.
