Please unblock package libhdf4

This version fixes a FTBS error on sparc. It also changes a build-dep
which has been not reverted erroneously. I hope it is ok.

  * debian/control: build-depend on libjpeg-dev rather than
    libjpeg62-dev (Closes: #569249)

  * Fixes hdfi.h for SPARC. Thanks Aurelien Jarno.
