So far as I can see, the majority of the diff is

The embedded sqlite copy is less than ideal, but does not appear to be
used and the effective difference between the two auto-generated quilt
patches is small.
If one ignores the embedded code copy then the remaining changes look
sane enough for an unblock (and I believe I've managed to identify them
all by going through the appropriately dated sections of
http://fossil-scm.org/index.html/timeline?n=200&r=trunk&y=ci ).
I'm sure the security team would be more than happy to have one less
embedded code copy in the archive, even if it's not used, and a
subsequent upload removing it would be highly likely to get a freeze
exception.
