It's definitely a substantial change.  Upstream is adamant that this is
the direction they're going and really wants everyone to move to
cn=config, though, and I suspect our users are going to have trouble
finding anyone upstream willing to talk to them unless they've done this
transition.  I'd be nervous about going another full release cycle without
having done the cn=config transition.

Ubuntu has already done this transition, although that's a mixed precedent
since it didn't go entirely smoothly there.
