Please binNMU python-qscintilla2 against new sip

Hi,
all packages against python-qscintilla2 doesn't start anymore because it uses
an old api version of sip which gets rejected:
RuntimeError: the sip module implements API v6.0 but the PyQt4.Qsci module requires API v5.0

  nmu qscintilla2_2.4-3 . ALL . -m 'Rebuild against new python-sip4, see #550570'
