Reason is simple: the version in unstable/testing still uses cdbs simple-patchsys (didn't want to change it that late during the release cycle), but the 0.7 version in experimental was switched to quilt. When I had merged some changes from the experimental branch, this quilt build-ep had unintentionally slipped into the unstable branch.
