Please reread the information given by Luk.  The link says that he gave
it back on i386, mips, mipsel, powerpc, arm, armel and s390 due to
libsepol messing with builds:

 libsepol (2.0.30-2) unstable; urgency=low
 .
   * Added exec_prefix to libselinux.pc.
     Closes: #489724
