Hello Paul. I'd be much more happier if you could modify the packaging
so that the build fails if makensis was not built (hm, I see you don't
use dh_install; the normal way to do it is listing all binaries in the
.install file...)

Does that sound doable to you? (Otherwise we risk the same problem
happening again, possibly even in a security.d.o upload.)
