freeze exceptions for texlive-extra 2007.dfsg.12-1

The following happened from .dfsg.11 to .dfsg.12:
blacklist=removed from distribution (.orig.tar and bin debs) umrand
which is nonfree (closes RC #508890). Furthermore a ${misc:Depends} has
been added to the depends to make lintian happy.
