please unblock phpbb2/2.0.23+repack-4

Hi,

Please unblock phpbb2/2.0.23+repack-4. The installation would hang during a 
non-interactive installation. I'm not sure about the release criticality of 
that in the context of this package, but the fix is very simple and the 
package has already aged 10 days.

 phpbb2 (2.0.23+repack-4) unstable; urgency=low
 
   * Add --debconf-ok switch to ucf rather than tty redirection,
     solving hanging postinst on noninteractive installs. Thanks
     James Westby for the patch (Closes: #501258).
