Please unblock debian-reference 2.14

Hello,

Could you please add unblock tag for debian-reference 2.14 which is
just uploaded to unstable?

Changes from 2.11 in testing are only document contents in English.
(Technically, I also updated list for popcon and package size in 2.14
too.)

  * Updated release name list and other document contents.
  * Mentioned HTTP proxy servers.
