remove python-happydoc

Hi,

python-happydoc has license problems (#497703) that look bad enough to
not release it. In addition it's dead upstream.
qmtest, formerly the last reverse dependency of python-happydoc has been
NMUed by Chris Lamb (#500483, wrong bug number in changelog).
(Note that the API documentation was not generated/shipped in the deb
even before the NMU and qmtest allows using epydoc for that purpose.)

As such I propose to
  unblock qmtest/2.4-3.1
  remove python-happydoc
