Freeze exception for procinfo

Hello,

Please consider an exception for procinfo 1:2.0.217-1

From 1:2.0.208-1 procinfo was replaced by procinfo-ng, I understand that new
upstream should be rejected, but the old procinfo in testing is completely
wrong, broken on 64bit platforms, many features are broken, other features are
pointless on 2.6 kernels (cat /proc/filesystems, done as a every 2 seconds poll?)

procinfo (1:2.0.217-1) unstable; urgency=low

  * New upstream release
    + kernel 2.6.24 added another column (actually, 2 columns) to /proc/stat,
      and the position of cpuTotals in the vector was expected to be fixed
      (Closes: #496023)
