Please explain what changes to the system are done by this (especially,
what dtc-xen_finish_install touches.

*cough* Just because the Debian policy doesn't allow you to change other
package's config, you should write a script and tell people to just run
it - please document what it does.

*sigh* Are you sure Debian is the right place for you?

Please fix the more obvious typos and push a bit more
dtc-xen_finish_install docs into README.Debian, you will get your
unblock then.
