freeze exception for vpb-driver-4.2.36-1 (fix for kernel 2.6.26)

Hi,

The vpb-driver kernel modules currently in Lenny fail to build with
kernel 2.6.26. That has been fixed in vpb-driver-4.2.36 now uploaded
to unstable.

vpb-driver (4.2.36-1) unstable; urgency=low

  * Fix the kernel modules for class_device_create vanishing in 2.6.26
and device_create changing its signature again in 2.6.27
  * Fix vdaaerl to handle NTT caller id.
  * Backport changes to dtmfcheck for better analysing problem files.
  * Make the distclean target more robust.
  * All other changes are in the PRI codepath which is not enabled
    for the Debian packages.

The changes to the kernel modules are the only thing new for this
upstream release. The changes to the two utilities are small and
have been tested in previous upstream releases that I did not
upload to Debian because alone they did not warrant a release
exception -- but they are beneficial and these are non-critical
utilities for debugging so their possible impact is low anyhow.
The makefile tweak should not be controversial and does fix a
possible (if somewhat rare) failure.

There is some extra 'cruft' (visible in the diff of openpri.cpp,
vpbapi.cpp, VpbConfigurator.in, vpbscan.c), but it is all in a
code path that is not enabled for the Debian builds and so seems
safe to just ignore.

If no further problems are found with code for kernel 2.6.26
and it is to be the default kernel for Lenny, then I would
recommend this package be allowed to transition normally.

Thanks!
Ron
