No, that is not intended.

I tried to compile a complete list, though apparently I could have
missed packages with binNMUs as these don't seem to have source packages
associated with them?

The list I got:
* atari-bootstrap
* linux-kernel-di-m68k-2.6
* m68kboot
* nvram
* penguin
* setsccserial
* vmelilo
* vmelilo-installer

Please do have a second look to see if this list is complete.
