It makes Trac unusable for high volume project since it cannot handle
concurrent svn commits nicely. And it happens more frequently that we
would like.

This patch is being use at Trac 0.10.4+ and I don't think it's a
dangerous change. BTW, Luis (one of uploaders) has been using this
version (with the patch) since the first mail about it and had no
issues with it.
