Upstream version freeze for Debian

Agreed.
Ubuntu uses this technic and it's called UVF for Upstream Version Freeze.
Most regressions come from new upstream version and only a small
percentage come from maintainer changes. So, IMO it would make sense to
have first an UVF, let 1 month to maintainer to polish their packages and
their translations and then a full freeze.
And as you mention, the base+toolchain freeze should be a "no new upstream
version" kind of freeze too.
