Please unblock texlive-bin

Dear release managers,

please update the unblock hint for texlive-bin to

unblock texlive-bin/2005.dfsg.2-12

(-10 is in testing, -11 is already approved by luk, fixing a segfault in
dvidpfm, -12 fixes a RC bug).  Here's the changelog:

 texlive-bin (2005.dfsg.2-12) unstable; urgency=low
 .
   * blacklist dvidvi.tpm and add a recommend tl-extra-utils -> dvidvi
     (Closes: #411537)

The source packages were prepared by Norbert, I would have set the
urgency to medium for a RC bug - please reduce the waiting as you think
it's appropriate.

And also note that the fix for the RC bug relies on dvidvi_1.0-9
entering etch (if it doesn't, there's a new bug "no dvidvi for texlive
users").
