Unblock tcptrace 6.6.1-1.1



Hi!

Could you let  tcptrace 6.6.1-1.1 propagate to testing, please? (there
is no need to change the 5 days required on unstable)
I have just added a build-depends on debmake (so generated packages
will now have correct dependencies).
