Why are you asking for this change during a freeze?  Changing the debhelper
compat level has broad effects on a package, at least potentially; that's
not really compatible with the release team's freeze policy.

The other changes are all reasonable, but I'm not going to spend time trying
to figure out what has changed in this particular package as a result of
changing the debhelper compat level.
