I'm just trying to understand the "not legal to distribute".

Steve states:

"Neither the release managers nor the ftp masters believe that the
sourceless GPL firmware shipped with the kernel poses a legal problem
for Debian."

If you feel there is some legal problem I'd like to understand it as I
also do not see a legal problem. Otherwise, I think it's better if we
don't appeal to a legal justification as that often just causes fear
and uncertainty.
