It still applies to some archs. The version is 4:3.5.8.dfsg.1-1 
The archs where it applies is well.. the official archs except arm.

Looking at:
http://packages.debian.org/sid/ksmserver it shows the differences
between the archs

The binary packages from kdebase should depend on
kdelibs4c2a (>= 4:3.5.8-1)
