That's not a release goal, but a necessarity.
The release goal includes BTW all that strange things. Up to now, IPv6
crept somehow into Debian, without anyone coordinating. As these days,
IPv6 enabled host get more and more (and so you now see real issues
where there weren't any issues in the beginning), it is necessary to
start coordinating that a bit. And that's what the release goal is
about.
